• applies sanctions against intentional misstatements or omissions of the dangerous goods declaration (cf. L. 332.2)
• commissions judicial courts to bring proceedings against breaches of the statutory law concerning carriage of dangerous goods within port areas

• sets the general terms of the transport of all different types of dangerous or polluting goods within the port area
• sets the identification, packaging, leading marks of dangerous goods as ruled by the International Maritime Dangerous Goods (IMDG) code
• requires every Ships’s Commanders, ship-owners, shippers, consignees -or persons acting on their behalf- ( of ships carrying dangerous or polluting goods) to refer to the Port Authority to get a confirmation of their call and to send them a transport document upon leaving the previous port of call or at last 24H before E.T.A.
• requires shipforwarders or people acting on their behalf to declare all dangerous goods carried by road, rail or water ways 24H before they arrive on port area.

• set the specific terms of the loading/unloading operations of all types of dangerous or polluting goods within the port of Le Havre area
• require that all Dangerous Goods documents asked for by the Maritime Port Representative be sent by e.d.i. links
• set the agreement for the loading/unloading and stowage of cargoes - per dangerous or polluting type –per wharfs and cargo terminals as well as their specific conditions of stowage (duration and other technical requirements) within the administrative boundaries of the port of Le Havre.
